Looks like all of my applications but only a few files and folders are on one user, nothing on the default user and everything that was on the mac mini on the 3rd username. Are the extra users taking up disk space and perventing me from downloading javaforosx? Can I delete them and if so, how?

In brief, you need to install a JRE that matches the bit-size of LO rather than (possibly) your OS. Next, select that JRE version (if not already selected) within LO.
